Noelle Bulley

Director of Human Resources

Noelle Bulley is the Director of Human Resources at ACUE and is responsible for the day-to-day management and execution of human resource functions including, recruiting, onboarding, development, and interpretation of human resource policies, benefits administration, employee relations, organizational learning and development initiatives, and performance management, amongst other human resource Initiatives.  

Noelle began her human resources career serving as a Business Manager and Project Manager at a National Health Service (NHS) Hospital in the UK, where she was responsible for non-clinical staff, as well as human resource and administrative functions within the Maternity, Obstetrics and Gynecological unit. Noelle then moved to Vancouver, Canada where she served as a Human Resources Manager at the University of British Columbia and Vancouver Coastal Research Institute in Vancouver, Canada. Between 2014 and 2021, Noelle served in various human resources positions at the University of Florida, where she developed and facilitated various leadership development courses, served on the management negotiation team for three respective union contracts, and was responsible for her assigned Employee Relations, FMLA, ADA, caseloads, and investigations.  

Noelle earned her MSc. in Employment Law from Nova Southeastern University’s Shepard Broad College of Law and a BA in Art (Textiles) from the Kwame Nkrumah University of Science and Technology in Ghana. Noelle also holds a Senior Certified Professional Certification (SHRM-SCP) from the Society of Human Resources Management and is certified as a Florida Labor Relations Professional by the Florida Public Employer Labor Relations Association.  

Noelle was drawn to ACUE because of its unique perspective in identifying how student success rates could be enhanced and following through with its commitment to “student success through equitable quality instruction.” As a mentor to college students, she is excited about the positive impact that ACUE’s mission will have on students’ positive attitude toward learning due to quality instruction and how that will translate into increased graduation rates, ensuring a brighter future for all.
